Using causal regression trees to evaluate transferable quota programs.

Adapting methods from Athey & Imbens (2016), I use forests of causal regression trees to uncover heterogeneous effects of ITQ (Individual Transferable Quota) implementation in fisheries across both space and time. Results suggest the effects of these policies depend in a nonlinear fashion on fishery characteristics, duration, and calendar time, as well as interactions among those dimensions.
